When people say that about a million people lack access to safe water in California, we say no: forty million people do, because when we visit one of those left-behind communities, we have the same problem.
California has yet to live up to its aspiration in the Human Right to Water policy, that “every person has a right to safe, clean, affordable, and accessible water.” Tension between these goals has resulted in policies that favor communities with more resources, but potentially leave others behind.
