When people say that about a million people lack access to safe water in California, we say no: forty million people do, because when we visit one of those left-behind communities, we have the same problem.

California has yet to live up to its aspiration in the Human Right to Water policy, that “every person has a right to safe, clean, affordable, and accessible water.” Tension between these goals has resulted in policies that favor communities with more resources, but potentially leave others behind.

Make A Difference – Join CWSA Today!

Add your voice to the clear, strong chorus supporting safe, affordable, accessible water for ALL of California.

All members can participate in our Policy Committee. Charter members comprise the Steering Committee that oversees membership and finances.  Sponsorship extends to primary participants and all small systems in its service territory.

Application to join CWSA consists of formally signing the Memorandum of Understanding with CalMutuals. On acceptance, a member is in good standing with payment of annual sponsorship.  Sponsorship levels are tiered and based on annual revenue.

Member Profile

CWSA members see the injustice of laws and rules that cannot be met by low- and moderate income communities. Our members are motivated to act for positive change, and CWSA fills a crucial niche. We are:

  • Small water providers and moderate income cities standing up for their residents’ interests.
  • Large and regional water agencies that support the concept of “large helping small” to benefit all.

CWSA includes water agencies serving fewer than 4,000 residents, as well as regional agencies that manage vast groundwater basins and cover almost 5,000 square miles, or benefit 43 urban cities. Members spread from the Coachella Valley to the San Joaquin Valley, and from Orange County to Santa Cruz County.
